Our work depends on a Software Development Manager joining our team to support New York State (NYS) Department of Health Medicaid Management Information System (MMIS) activities at Riverview Center in Menands, New York.

As a Software Development Manager managing the Systems Development Enterprise System Integration (ESI) Application Development team, you will be trusted with modernizing our Medicaid platforms by leveraging cutting edge technologies to build new applications.

The Manager of the ESI Application Development team oversees a high performance organization and will work collaboratively to design and develop brand new Medicaid applications to replace or augment legacy applications. Our current solutions leverage Spring Boot-based Microservices, Angular 14, Docker, Kubernetes, and AWS. Technologists looking to expand their skills and build new, innovative products would be a perfect addition to this growing team.

In this role, a typical day will include:

  • Provide guidance, growth opportunities and technical leadership to junior level resources

  • Learn Medicaid business and operations to deliver the appropriate solutions

  • Communicate application design using UML

  • Provide technical guidance on the development of front end applications using Angular 2+

  • Provide technical guidance on the development of back end applications using Spring/REST

  • Help grow our technology stack to accommodate the ever-changing needs of the Medicaid space

  • Oversee the implementation and follow-up of assigned projects

  • Review updates made to the Technical Design Document Documentation

  • Communicate with the various teams when working through project related issues.

  • Provide subject matter expertise to various Stakeholders within the eMedNY program

  • Provide input for yearly performance appraisals for all ESI Application Development team members

  • Mentoring Subject Matter Experts and providing leadership to the team

REQUIRED QUALIFICATIONS:

  • Bachelors degree in Information Technology related field

  • 15+ years applications development and delivery experience

  • 5+ years of experience in managing software development organizations

  • Strong basis in Object Oriented Analysis and Design, RESTful Service design

  • Java 8+, Maven, Spring, Junit, Mock Framework (Mockito preferred)

  • SQL and RDBMS experience, capability to write complex queries

  • TypeScript 3, JavaScript, Angular 2+, Karma, and Node/npm

  • Good organization and time management skills

  • Ability to adapt to changing assignments and task priorities

  • Good written, verbal and presentation skills.
