Job Description
Description of General Duties:
Provide administrative leadership to assigned personnel, having various skills, to exercise full responsibility for all budgetary, administrative, and coordination functions related to specific program elements to ensure that they met customer and user requirements and expectations in cost, quality, and schedule requirements.
Provide leadership, training, and coordination to nurture a culture of reliability centered maintenance philosophy which permeates all staffing levels and which enhances the entire maintenance program. Develop successful applications of advanced predictive testing and inspection technologies to realize significant cost savings for planned maintenance activities.
Essential Job Responsibilities
Manages TCTS Operations and Maintenance functions in accordance with contract requirements. Directs the work of contractor TCTS support personnel. Oversees mission support from mission scenario development to live operational support to post-mission debrief and evaluation.
Responsible for quality of contractor range functions, to include: operations, scheduling, technical library, security, training, safety, supply, quality assurance, configuration management, and documentation.
Supports the Configurations Management program. Complies with contract requirements and takes action when necessary to correct deficiencies.
Supports NSWC users and support groups in conducting live missions, which includes assistance with developing training scenarios, coordination of fleet exercises, and coordinating integrated air defense functions with their implementation. Implements and administers an effective, rapid and comprehensive method of distributing TCTS/EW/ITL mission scenarios and updates.
Operates the Tactical Combat Training System (TCTS) components comprised of; Live Monitor (LM)/Mission Line-Up (MLU)/Firewall (FW)/Electronic Warfare Server (EWS)/Electronic Warfare Multiplexor (EW-MUX)/Radar Acquisition Display System (RADS)/Joint Debriefing Subsystem (JDS)/Personal Combat Display System (PCDS)/Individual Combat Aircrew Display System (ICADS), Joint Anti-Air Modeling (JAAM) and L-16 Inject-To-Live (LITL) equipment.
Receives pre-mission data from squadrons using Tactical Training Range (TTR) and inputs into Mission Lineup Unit MLU. Informs mission coordinator and /or squadron Range Training Officer (RTO) when data is not received in a timely manner. Verifies all information received from the squadron is correct and is accurately reflected on the JDS.
Applies advanced technical knowledge to solve unusually complex problems that typically cannot be solved by interpreting manufacturers' manuals or similar documents.
Maintains computers in accordance with Work Instruction (WIs), as directed by manufacturers manuals. Assists TCTS Computer Operator V and Engineering Technicians on TCTS workstations by installing and configuring approved software/hardware. Performs software backups. Utilizes JDS and UNIX utilities to ensure system security and data integrity. Work typically requires an understanding of the interrelationships of computer OS diagnostics and routine operations. Performs routine troubleshooting tasks, isolates malfunctions, repairs to the discrete component level if necessary, and incorporates approved engineering changes with assistance. Assists mission coordinator/RTOs and performs Mission Lineup Unit (MLU) functions when necessary. Government Operations Supervisor may review work for compliance with accepted practices.
Cross-trained and qualified to operate multiple TCTS system. Ability build scenarios for L-16 Inject-To-Live missions. Ability to perform advanced level troubleshoot L-16 Inject-To-Live hardware/software to ensure mission preparedness.
Perform all other position related duties as assigned or requested.

Minimum Qualifications
Minimum Education Requirements:
Possess an Associate's degree in a technical, scientific, or logistics discipline or equivalent academic/technical/military training and five or more years experience in a relevant management position. A bachelors degree can replace experience requirement. Requires personnel management skills to organize, lead, and motivate group/team members. Equivalent education/experience is applicable.
Minimum Experience Requirements:
Five or more years of relevant experience supporting growth into this management position.
Minimum Position-Specific Training Required:
Possess the capability to communicate technical and related planning information, both verbally and in writing. Maintain cognizance of developments in the assigned field of expertise.
