SUMMARY OF DUTIES:
Provide leadership and daily management of subordinate supervisors and their assigned employees based in Washington, DC, Baltimore and Martins. Ensure that employees perform their responsibilities and provide Commuter service in a safe manner consistent with Amtraks service standards, operating rules and procedures, and special instructions. Work effectively to continuously improve assigned services and related customer satisfaction.


ESSENTIAL FUNCTIONS:
This position is accountable for the safe and efficient movement of trains and for the oversight of Washington Commuter Control Center, Commuter Terminal Operations, front-line managers, train and engine crews operating in Commuter Service on the Southeast Division. Primary responsibilities include:


  • Providing leadership and management for senior space and control analysts, division road foreman and trainmasters

  • Executing and managing the Division safety plan in compliance with federal, state and local rules and regulations

  • Managing the departmental budget and develop cost-effective operating crew couplets

  • Ensuring all bulletins, equipment, posting, etc. Adheres to labor, federal and Amtrak regulations

  • Enforcing and managing the rules and regulations for Amtrak policies and operating practices

  • Monitoring OTP for the area of responsibility and recommend ways to improve performance in conjunction with freight carriers

  • Responding to service disruptions, creating remedial action plans. and act as senior site commander when designated,

  • Familiar with State Contracts and acting as a liaison between NRPC and state partners.

  • Comprehension of PTC systems i.e. ACSES/I-ETMS.

  • Ensure consistent compliance with established operating rules and other instructions along with all applicable Amtrak service standards as documented in SPARTN from train-riding and other supervisory oversight programs

MINIMUM QUALIFICATIONS:

  • Bachelors Degree in Business Administration, Transportation or related fields; or the equivalent combination of education, training and/or work experience.

  • Transportation (specifically in passenger rail, commuter rail or commercial aviation); Product Development (specifically in Transportation services): or Hospitality Management. Demonstrated experience in the successful management of a supervisory staff as well as bargaining-unit craft employees with an emphasis on coaching. Team building and motivation is an absolute must.

  • Shall have a minimum of five (5) years of recent experience in a similar role, and ten (10) years of combined experience in railroad operations.

  • Communicate effectively and reach across divisional, departmental and inter agency lines.

  • Build effective, working relationships necessary to improve MARC Commuter Rail service on the Northeast Corridor (NEC)

  • Must be a strong inter-personal communicator with excellent writing skills

  • Must be able to perform effective root-cause analysis of problematic product, service and organizational situation, along with the ability to develop and successfully implement practical solutions in a timely and efficient manner


PREFERRED QUALIFICATIONS:

  • College degree in related field with 10 or more years' experience effectively supervising employees is preferred

  • Must be able to multi-task in a fast-paced environment requiring quick thinking, tight time constraints, changing priorities and ability to solve problems

  • While most of the work is performed indoors, the position requires the flexibility to work externally as mandated by the operational demands

  • Must be willing to work off-hours (nights and weekends), to handle operational requirements to include but not limited to conference calls, decision-making and coordination with CNOC, CETC and MARC Operations Control Center (MOCC) to handle operational emergencies and oversee evening and/or weekend staff and operation

If an applicant/employee refuses to provide written consent for Amtrak to obtain these records, the individual will not be permitted to perform safety-sensitive functions.
