The CIO C4IIC Support program is searching for a cleared DoD Senior Communications Policy Analyst who specializes in Wireless/Mobility Communications to help support the DoD Chief Information Officer Chief of Staff office at the Mark Center in Alexandria, VA. NOTE: Due to the type of access this role entails, telecommuting is not allowed and will require the employee to report full-time, onsite. HOWEVER, during the current COVID-19 global crisis, this program is temporarily allowing some telecommuting.
Responsibilities include:
Working with the U.S. government civilian lead for the DoD CIO C3I Mobility & Wireless Team, you will assist in providing provide comprehensive program oversight, analytic and technical support services required of the C3I Directorate in the area of wireless and communications policy development, mobile communications strategy and implementation.In this role, you will work with other Mobility & Wireless Team members, representatives of DoD and other U.S. federal departments and agencies, to support the development of wireless communications and commercial mobile device policies and Commercial Mobile Device Strategies and Implementation Plans to support enterprise solutions for both classified and unclassified systems. You will support the identification of opportunities presented by commercial mobile innovations, mobile applications, mobile device management, and related technologies as well as risks and costs, and make recommendations on wireless device strategies, application stores, enterprise device management, mobile policies, and procedures. On behalf of the Mobility Team lead you will administer and participate in the Commercial Mobile Device Working (CMD WG) to include processing requests, scheduling, arranging for facilities, preparing materials, and recording and producing minutes as well as reports and briefings. You will also assist the Mobility team lead in coordinating and supporting operations of the Mobility branch to include meeting coordination, DoD CIO/OSD correspondence tasking and coordination, mobility team task management, team records management and other duties required for successful mobility team operations.
Required Qualifications:
Active TS/SCI security clearance.
Bachelors Degree in Business or Communications (or related field) or equivalent work experience in lieu of degree
Minimum 10 years of Department of Defense (DoD) experience.
Proficient in the use of MS 365 Office Products to generate clear, concise, and actionable project organization, execution, analysis, and reporting documentation.
Excellent verbal and written communication and presentation skills.
Ability to interpret and analyze diverse (i.e. technical and non-technical) information to determine its relationship, significance, and adequacy to the application of mobility and wireless products and services to achieve DoD mission requirements.
Excellent interpersonal and negotiation skills.
Self-motivated, and able to earn trust and respect in a position of team leadership.
Ability to work in a fast paced, agile, open, team oriented environment.
Ability to travel both domestically and internationally (estimated to be not more than 15%).
Willing to report onsite as indicated above.
Desired Qualifications:
Demonstrated experience in DoD wireless and mobile communications technologies and policies
Understanding of Senior DoD level staff operations (Staff Officer) and familiarity with mission of the Office of the DoD CIO, Office of Secretary of Defense (OSD), Joint Staff, and DoD communications and Security Agencies.
Proficiency in DoD collaboration tools to include MS Teams, Zoom, and DoD classified communications capabilities.
Understanding of DoD Policy and Strategy Development
Proficiency in the DoD Correspondence and Task Management System.
AGILE Project Management expertise, to include the ability to establish prioritized goals and objectives (Backlog), generate prioritized work descriptions (Tasks), and develop and demonstrate a measurement of successful completion (Definition of Done).
Ability to read, understand, and edit technical SDO documents, such as Liaison Statements, Work / Study Item Descriptions, Change Requests, Technical Reports / Specifications, etc.
