HMC MENTAL HEALTH SERVICES - OUTPATIENT has an outstanding opportunity for a full-time (100% FTE, 40 hours a week) Fiscal Specialist 2/Representative Payee.
RESPONSIBILITIES
Serve as the coordinator of the representative payee program in accordance with Social Security Administration guidelines for Harborview Mental Health Services clients receiving DSHS, Social Security and/or SSI benefits.
As the representative payee coordinator, work with case managers and clinicians to develop and implement individual client budgets based on their monthly DSHS or Social Security and/or SSI benefits.
Maintain individual representative payee account records including accounting for all deposits, disbursements, and preparation of financial statements for all client transaction activities.
Prepare and submit all client representative payee reports to the Social Security Administration.
Serve as the system administrator for the Representative Payee Management software. Coordinate software modifications/updates with software vendor. Establish and maintain payee scheduled payments and deposits, allocation of expenses and deposits by categories for reporting and budgeting purposes, end of year and balance forward processing, user customized tables, and detailed client and transaction reports.
Orient/train case managers and clinicians about representative payee procedures and use of the Representative Payee Management software.
Serve as the liaison with Finance regarding representative payee check disbursements, deposits, and bank statement reconciliation.
Train fiscal and administrative support staff, schedule work coverage as needed, problem-solve, promote team building, coach, review workloads and make work assignments. Recommend operational enhancements to management to streamline and improve the overall fiscal functions of the department.
As delegated, reviews and authorizes departmental purchase requisitions and program expenditures.
Forecast fiscal needs/commitments of programs by conducting analysis of expenditure and revenue trends and participate in the planning and preparation of departments annual budgets submission.
Assist with special projects as requested by management.

REQUIREMENTS
Two years of experience at a level equivalent to Fiscal Specialist I AND 15 quarter hours or 10 semester hours of college level accounting
Equivalent education/experience
DESIRED
A Bachelors degree in Accounting, Business Administration, or related field
3 years of experience in administration of department financial processes and systems in a health care setting
At least 2 years of experience working with the mentally ill
