Head of RWA Remediation for Non-Trading Book Exposures

The RWA Controllers team is part of Citi Finance Controllers. The RWA group is responsible and accountable for overall determination of Risk Weighted Assets and ensuring RWA & Supplementary Leverage Exposure (SLE) is appropriately identified, calculated, and reported with robust governance, transparency, and controls, and adequately taking into account the Banks size, complexity, and overall risk profile. This includes (i) overseeing the computational methodologies used to determine RWAs, including any assumptions, interpretations and/or models used to make those determinations, (ii) ensuring the accurate implementation of those methodologies within Citis infrastructure, (iii) ensuring models have been validated and systems changes have been accurately executed, (iv) articulating Business and Functional requirements including performing end to end diagnostic assessment for remediation regulatory capital issues.


The Head of RWA Remediation is a highly strategic BTB Build the Bank role and is directly responsible for leading the day-to-day execution of the remediation work required to meet Citis commitments established in the OCC and FRB Consent Orders relating to Spot RWA, as well the remediation required for the FRB MRIA on RWA. The Spot RWA Consent Order remediation includes five work streams. This role will lead the RWA Consent Order work stream and heavily support others work streams. The role reports to the Head of RWA Controllers. The Head of RWA Remediation Lead will work closely with the Head of Capital Monitoring & Change (CMC), Head of Regulatory Capital Policy Group, and the Capital Transformation Team to ensure the timely execution of the consent order action plan, including the establishment of any compensating controls required in the interim to address identified weaknesses. The Head of RWA Remediation Lead will also work with the Finance Transformation Office, 2nd LOD groups such as Capital Planning Review Group (CPRG), ICG and PBWM Independent Risk groups, and 3rd LOD to ensure the remediation activities are closely aligned and accomplished in a timely basis with the overall Finance remediation program.


The ideal candidate should demonstrate proven ability to work together with multiple stakeholders across Markets, Independent Risk, Compliance, Finance, HR, and O&T. The candidate must be able to work effectively in a cross-functional environment without close supervision and with colleagues who may not be in the same geographic location.


The role requires strong analytical, interpersonal and leadership skills that rely on influence and building effective partnerships to execute our business plans and controls in a systematic, measurable, and effective way.


The **Head of Remediation RWA** will be responsible for


+ Accountable for successful and timely delivery of RWA milestones and deliverables per Citis consent order and BAU remediation for Non-Trading Book products that includes Derivatives, Securities Finance Transactions and Securitization exposures

+ Document and execute processes and controls, and identify related process or control gaps for calculation aggregation and reporting (from authorized redistributors to reporting systems), including Standardized and Advanced Approaches, to demonstrate compliance with US Basel regulation and related supervisory guidance; and remediate any identified gaps through the ongoing issue management process

+ Build and manage relationships with key stakeholders and organizations (i.e., Business Senior Leadership, Business & Function Risk/Control Leads, Cross Enterprise Transformation Leads, Program Execution Leads and Technology)

+ Lead an agile team to resolve execution issues, where required; this would require an ability to dive into a wide array of challenging areas and demonstrate an ability to turnaround an issue quickly, working with stakeholders at various levels

+ Increase transparency for the identification of risks which impact program delivery execution, and ensure mitigation strategies are developed and executed when necessary

+ Support the Regulatory & Cross-Enterprise Transformation group to ensure the implementation of common PMO standards, formats, reporting, and closure processes across the transformation programs

+ Ensure holistic, transparent, and clear status, issue, and risk disposition for all stakeholders, escalating any issues as needed

+ Identification and timely escalation to senior management to address critical interdependency issues among regulatory transformation programs

+ Provide thought leadership and requirements for analytics using Artificial Intelligence and Machine Learning tools that enhances further transparency to the overall RWA calculations and reporting process

+ Define, develop and establish robust control processes that can effectively demonstrate US Basel III regulatory capital requirements are applied in an accurate and appropriate manner.

+ Drive the diagnostics and remediation activities of a broad range of regulatory capital calculations that encompass governance, data and non-data controls, processes, system implementation and regulatory reporting.

+ Develop senior management-ready materials, particularly RWA analytics presentations to Lines of Businesses, Senior Governance Groups, Independent Risk Management, Finance and Regulators


**Qualifications:**


+ Broad experience in transformation roles with a consistent record as Program or Project Manager, or department head, managing teams, strategic cross-functional projects, which incorporated process, technology and organization change employing multiple delivery styles/ methodologies

+ Comprehensive understanding of Advanced and Standardized US regulatory capital rules for CCR and Securitization exposures (Basel III and Basel III reforms) or strong capital markets product knowledge

+ Strong understanding of regulatory capital best practices and controls, and interdependencies between Trading Book and Banking Book exposures across different risk stripes

+ Prior experience implementing Basel RWA rules in large financial institutions preferred

+ Ability to define, articulate and re-engineer complex processes and procedures, with appropriate controls, and think both strategically and tactically while driving meticulous execution

+ Exceptional oral communication and writing skills, with ability to synthesize complex concepts, and translate into "user-friendly" language for multiple audiences, including senior management, multiple internal constituents and regulators

+ Experience in managing risks holistically, covering areas such as systems, data, models, regulatory requirements, governance, and analytics

+ Strong analytical skills, attention to detail, willingness to "roll up sleeves" and produce a polished, high quality, accurate product; tireless work ethic with ability to work well under pressure

+ Solid Microsoft Excel skills and the ability to develop advanced knowledge of MS Excel and Access (or other database front-end query applications).

+ Minimum 15 years experience in related field
