Heluna Health (HH) is partnering with the California Department of Public Healths (CDPH) Office of Health Equity (OHE) to ensure equity is considered and operationalized throughout the COVID-19 response and recovery.
Under the general direction of the Advancing Community Equity (ACE) Branchs COVID-19 Equity Response and Recovery Section Chief, the Manager of the COVID-19 Community Partnerships and Special Populations Equity Unit Team works on politically sensitive and complex projects, supporting HH and OHE efforts to assure that the COVID-19 pandemic response and recovery addresses health equity, and serves to improve equitable health outcomes, especially among underserved and marginalized populations. The COVID-19 Community Partnerships and Special Populations Equity Unit focuses on equitable COVID-19 response and recovery in Californias most underserved and marginalized communities such as Tribal communities, People Experiencing Homelessness (PEH), migrant farmworker workers, rural communities, people with disabilities/access and functional needs, justice-involved communities and/or others.
The Manager of the COVID-19 Community Partnerships and Special Populations Equity Unit functions as a highly skilled team leader and manager, designing and developing targeted interventions serving underserved and marginalized populations, communicating, and strategizing with leadership, providing direction and oversight of staff and team projects/initiatives. and ensuring the accurate and efficient implementation of contracts related to CDPHs equity efforts during the COVID-19 pandemic. The incumbent reviews and utilizes health equity analyses related to COVID-19 and incorporates these findings into collaborative strategy development and technical assistance (TA) provision with local health jurisdictions.
This is a grant-funded, full time, benefitted position. This position is funded through 6/30/2024 and may be extended or may become a state civil-service position should funding become available.

ESSENTIAL FUNCTIONS
Provides programmatic, managerial, and strategic leadership and coordination to the Community Partnerships and Special Populations Equity Unit Team.
Manages a multi-disciplinary team, providing complex technical subject matter expertise to staff as needed to support the development and implementation equitable strategies in the COVID-19 response and recovery.
Plans, organizes, supervises, and evaluates the work of a multi-disciplinary professional and technical staff.
Establishes and maintains work priorities for the Unit. Develops goals and objectives for the Unit and monitors progress through performance improvement and management tools such as Lean and Results Based Accountability (RBA) for program efficiency and accountability.
Hires staff as needed and provides timely and on-the-job training to ensure good performance.
Determines training needs of new and existing staff, identifies and promotes the development of staff via training and performance evaluation.
Promotes management and supervisory activities informed by principles of diversity, equity, inclusion, and belonging, consistent with applicable labor and human resources rules and policies.
Communicates high-level updates to leadership in reports, correspondence, and other written communications, including memos and fiscal tracking and projections.
Develops and distributes communications materials addressing underserved and marginalized populations and health equity in the pandemic response and recovery phases.
Independently authors and presents technical and sensitive policy guidance documents, management memos, and materials.
Synthesize summaries of equity TA needs, successful practices, and lessons-learned related to local and community implementation of equity-related objectives.
Partners with other OHE sections and other groups as needed to ensure greater coordination and communication between various COVID-19 equity efforts.
Serves as an expert advisor for to OHE leadership and CDPH on technical and politically sensitive equity-related COVID-19 response and recovery topics.
Develops, monitors, and manages Unit budget. Ensures grant deliverables are met and grant reports are submitted on time.
Assures timely and accurate implementation of contracts (contract objectives are met, invoices are submitted and processed, and payment are made).
Performs other support duties as needed.
JOB QUALIFICATIONS
Demonstrated experience in leading, supervising, and managing a multi-disciplinary team.
Four years of progressively responsible experience in public health program or related work, at least two of which must have been with independent project management responsibility for a significant program.
Strong administrative skills and experience, especially related to budget development, fiscal management, and contract and grant management.
Experience managing programs and initiatives that meet the needs of underserved communities, address the social determinants of health, lift up community assets, counter social inequalities, and/or increase health equity.
Program planning, implementation, communicating recommendations to leadership, and coordination skills.
Strong computer skills including Microsoft Word, Excel, PowerPoint, Zoom and/or similar programs. (Familiarity with SharePoint and Teams helpful, but not required.)
Solid organizational and customer service skills to effectively manage multiple priorities.
Experience planning and facilitating multidisciplinary meetings with both colleagues and community stakeholders.
Solid interpersonal communication skills to include verbal and written, active listening, critical thinking, persuasiveness, advising and counseling skills.
Education/Experience
Master's degree in Public Health, Public Administration, or a closely related field; OR an equivalent of one year of specialized qualifying work experience, required.
Bachelors degree with a major in a related field; OR an equivalent of two years of specialized qualifying work experience, required.
Possession of a Doctoral degree in Public Health, Health Planning, Public Administration, or a closely related field may be substituted for one year of the required general experience.
Four years of experience in public health program, or related work, required.
