Job Description & Responsibilities
As a Project Manager in our Capture Team, you will be a critical member of the Persistent Programs and Contracts Department, based in New York City, NY. You will be responsible for defining and executing response cycles and driving small teams towards RFI/RFP completion. Customers include Defense, Intelligence, Special Operations, Public Safety, International, Commercial, and other internal stakeholders.
Position Responsibilities
Design and lead data gathering and analyses of program requirements / market research, including technical and non-technical (primarily but not limited to the US Government tactical communication systems industry)
Exercise independent judgment regarding data gathered for market, program, and management analyses
Develop and present findings to varying technical and non-technical stakeholders, including executive ''C'' level management, VP, and Director levels, clients, and end-users. Drive to reach conclusions
Oversee and develop templates and drafts for RFI/RFP technical and non-technical responses, white papers, presentations, and other artifacts including writing and diagramming of concepts from initialization to final versions
Lead discussions with the Program and Contracts Team, Sales, and other departments, record meeting summaries, and drive actions to completion
Provide direct and indirect team leadership of multiple staff to meet Sr Leadership objectives for RFI/RFP response cycles and other market research initiatives; team leadership role includes task definition, oversight, scheduling, issue resolution, and evaluation of staff
Develop and oversee generation of project management data such as: project plans, project schedules, project budgets, risk management plan, communication plan, and project tasks
Maintain basic understanding of mobility in networked communications systems
Maintain basic understanding of procurement and contracts in the Government and commercial industries
Job Qualifications & Experience
Minimum Qualifications
Bachelor's degree; preferably in engineering, scientific, or business/related discipline
Strong interpersonal and communications skills, written and verbal
Hold a recognized credential / certification in project management (e.g., PMP, etc.),
Minimum 5 years of experience generating high quality content for proposals, white papers, deliverables, and other client facing artifacts containing technical/non-technical/diagrammed content
Experience leading RFI/RFP response teams of 3 or more staff
Experience with network and communications systems
5 years of experience performing data gathering and analysis for technical, non-technical or other business/market intelligence purposes
Strong Proficiency in business software packages such as Microsoft Office
Experience with industry-standard project management tools (e.g., Microsoft Project), and other analytical/business intelligence software/tools (e.g., DelTek GovWin, or similar)
Experience managing multiple simultaneous tasks and competing priorities
Familiarity with Federal Acquisition Regulations (FAR)
Must be available to travel up to 20% of the time, in accordance with prevailing travel guidelines
Ability to obtain United States Secret security clearance
Preferred Qualifications
Master's degree; preferably in engineering, scientific, or business/related discipline
Hold a recognized credential / certification in project management (e.g., PMP, etc.),
Hold a recognized credential / certification in competitive market intelligence (e.g., DelTek, Shipley, or other similarly recognized source)
Hold a recognized credential / certification in proposal generation for technical and other volumes (e.g., Shipley, etc.)
CCENT, CCNA, or other similar technical certifications
10 years of overall professional experience, with a minimum of 7 years of directly relevant professional experience
2 years of experience working directly with customers and end users
2 years of experience working with customer organizations such as large sized Government entities
2 years of experience working with mid-size or larger Commercial organizations
2 years of experience with leading teams
2 years of experience in proposal content development (technical, cost, etc.)
2 years of experience in a manufacturing organization
2 years of experience leading RFI/RFP response teams
Proficiency with graphics tools such as Microsoft Visio, In Design / Photoshop
Experience with industry-standard project management tools (e.g., Microsoft Project), and other analytical/business intelligence software/tools
Possess an active Secret US Security Clearance
