Knowesis is seeking a Senior Requirements Analyst in support of the Defense Health Agencys Deputy Assistant Director Combatant Command Operational Support (DAD CCOS) and J-5 Capabilities Management Division (CMD) to work a hybrid position in Falls Church, VA. The Senior Requirements Analyst will be a member of a team of three Requirements Analysts in providing Portfolio Management Support for a wide range of existing and developing deployment technologies across all phases of the System Development Lifecycle (SDLC) supporting our nations warfighters.
This position requires a Secret Clearance and requires U.S. Citizenship (applicants without proof of U.S. citizenship will not be considered due to the position's security clearance requirement).
Duties and responsibilities include but are not limited to:
Planning and monitoring of requirements management process
Applying an expert understanding of project and requirements management process to provide recommendations and plans of action in response to issues as needed
Assisting or leading development, drafting, editing/review, comment adjudication, and staffing/coordination of Working Group Charters, Concept of Operation (CONOPs), Business Use Cases (BUC), and other documentation
Development of functional requirements
Perform initial and ongoing capability gap analyses as required and document the analyses and findings
Maintain and manage portfolio capability descriptions in the Military Health Systems (MHS) Portfolio Management Tool ("ProSight") and ensure the high-level requirements are appropriately documented and linked in the Serena Dimensions Requirements Management (SDRM) tool
Prepare or develop decision support material and briefings (informational and decisions), papers, 5x8s, informational and decision papers, and executive briefings
Assist the client in developing the functional requirements package to include CONOPs, BUC, identification of authoritative databases, and data elements.
Assist clients with the development of capabilities-based analysis, requirements strategies, operational requirements documents, and requirements traceability from pre-systems acquisition through deployment and sustainment
Advises the client on consistent flow across the planning, programming, budgeting, and execution (PPBE) phases of capability development, production, and deployment; and producing necessary staff papers and briefs to facilitate implementation of client strategies related to capability development
Coordinate a review of the requirements with the user Requirement Documentation Packages for COI, functional sponsor, Services, Joint Staff, and other interested review bodies and adjudicate comments
Provide necessary facilitation, research, analysis and documentation needed to deliver user requirements to the client for approval.
Support client in all requirement reviews to include System Requirements Review (SRR), Preliminary Design Review (PDR), Critical Design Review (CDR), Requirements Analysis and Validation (RAV), Test Readiness Review (TRR), In-Progress Review (IPR), System Integrated Testing (SIT), and other associated reviews to assure user requirements are incorporated into system specifications as intended
Some administrative responsibilities as directed

Qualifications:
Required Work Experience:
5-7 years:A minimum of 5-7 years of relevant experience in requirements development and management in Joint or Service requirements development
Thorough understanding of PPBE / JCIDS / DBS and governance processes
5 years:Experience using the Joint Capabilities and Development System (JCIDS)
Knowledge of Joint Operations and Planning
Report writing and presentation skills
Preferred Work Experience:
Knowledge of the Military Health System is a plus
Defense Acquisition University certificates in Requirements and Acquisition Management are a plus
Requirements Management Tool Proficient (DRM a plus)
Technical Writing is a plus
Education:
Minimum Bachelor's Degree or 5-7 years of relevant experience in some of the following:
Computer Information / Information Technology Systems Engineer,
Business Management (Analysis),
Health Sciences / Health Administration
