Responsible for supporting the compliance of water and waste programs associated with federal, state, and local regulations as well as ompany requirements across multiple Terminals, Pipeline and Natural Gas facilities in Midwestern States: Illinois, Indiana, Ohio, Missouri, Wisconsin and Minnesota and may include additional geographic areas. Focus on storm water management, SPCC/FRP, non-hazardous/hazardous waste management, and Tier 2 reporting.
Essential Duties and Responsibilities:
Timely and accurate compliance reporting to include, but not limited to compliance monitoring for water permits, permitting renewals, regulatory reporting, preparation and submission of Discharge Management Reports (DMRs), auditing compliance with policies and procedures, recordkeeping, and regulatory rule/regulation tracking.
Assists with the implementation of compliance programs, procedures, and policies associated with federal, state, and local water and waste regulations.
Working understanding of the environmental regulations and programs in the geographic area supported.
Actively participate in the development of permitting strategies and their implementation. This includes storm water permits and development of SPCC and Storm Water Pollution Prevention Plans.
Coordinate DOT Hazardous Materials transportation issues within area of responsibility.
Maintain effective communication and contact with all levels of employees, management and applicable Federal, State, and Local regulatory agencies and consultants.
Provide oversight to field personnel conducting water sampling and waste management activities.
Provide internal consulting and support to operations, engineering and management staff, providing prompt and efficient response to Operations personnel requests.
Maintain a periodic field presence including conducting some inspections, training, and verifying compliance.
Periodically conduct and document third party waste disposal company audits to determine acceptable use by the Company.
Carry a company cell phone and be on call 24/7 as necessary.
Act as the environmental liaison/coordinator during emergency response incidents. Make necessary spill and
release notifications to appropriate state and federal agencies
Assist in analyzing and evaluating compliance issues related to operations and develop/implement corrective action to resolve potential problems.
Coordinate and participate in periodic EH&S assessments, inspections, and audits. In addition, participate in incident investigations and support the preparation of relevant documentation.
Must accept supervision and work cooperatively with others.
Participate in budget development, cost tracking and forecasting of EHS cost center and responsibilities
Location: May be considered in Argo, IL and Houston, TX.
Position Requirements
Education and Experience:
Four year degree from an accredited college or university in Engineering, Environmental Studies, natural science or closely related field is required.
A minimum of 5 years of previous successful work experience in an environmental compliance position (consulting, industry or agency) is required. Previous experience in the petroleum or liquid chemical tank storage, natural gas/pipeline industry is preferred.
Must demonstrate an advanced working knowledge of water and waste regulations.
Experience in compliance with environmental permits, spill prevention plans (SPCC), storm water pollution prevention plans (SWPPP), and FRP plan development is required.
Candidate must be able to interface effectively with governmental agencies, third parties, and contractors.
A high level of technical skill (including mathematical calculations, pollution control theory, and interpretation of analytical analysis) is required, including the ability to be innovative and creative while utilizing technical resources to address complex compliance issues related to liquid petroleum transfer and storage.
No supervisory responsibility.
Certifications, Licenses, and Registrations:
Must meet the criteria to obtain and maintain a Transportation Workers Identification Card (TWIC) as required by the United States Coast Guard-Department of Homeland Security regulations.
Must maintain a current, valid driver's license and must maintain a satisfactory driving record as determined by the Company.

Must be proficient in the use of computer and applications (Microsoft Office, database, and internet search engines).
Ability to perform job duties with little or no supervision.

Successful completion of background check and drug screen upon job offer.
Working Conditions:
Position can be based in a field office within the assigned geographic region, preferably in the Chicago area. Travel to assigned facilities 25-40%.
Position is generally assigned a daytime schedule but may be required to work extended hours to include nights and weekends.
Must be available for 24 hour call-in.
Tasks are performed indoors and outdoors in all types of weather conditions.
Preferred Education and Experience:
Advanced degree or relevant certifications (PE, CHMM, CSP)
Prior experience in oil/natural gas industry as a consultant
