The candidate will lead the Stress Testing Review and Challenge (STRC) team (5-6 team members) within the Enterprise Risk Analytics team. The Enterprise Risk Analytics team is part of Enterprise Risk Management. The STRC lead will play a key role in implementing Citis recently approved Enterprise Stress Testing Policy and Framework.
**Background**
Citis Enterprise Stress Testing Policy (Policy) defines requirements for stress testing at Enterprise, Risk Pools and Legal Entity levels. Risk Pools e.g. Trading/XVA and Unsecured Retail Credit - are defined by the Enterprise Concentration Risk Management framework and collectively span all of Citis exposures.
To comply with the Policy, each Risk Pool has defined a target state stress testing plan and a transition plan with milestones to get to that target state. These transition plans are now embedded in Citis Transformation plan. Further, each Risk Pool is required to develop an Annual Stress Testing Program (ASTP) which lays out its annual stress testing plan as a key risk management tool. The Policy mandates that these programs be subject to independent review and challenge.
**Key Responsibilities**
+ Thought leadership in stress testing: The STRP lead will help define the target states of stress testing at Enterprise, Risk Pool and Legal Entity levels and how these dovetail with each other for consistency and efficiency. This will enable the candidate to guide Pools and Legal Entities as they develop and implement their stress testing programs. As an example, the candidate would advise the Counterparty Credit Risk Pool on developing bespoke scenarios consistent with material risks identified. In another example, the candidate would advise the Country Pool on how to develop stress loss-based risk limits.
+ Ensuring consistency in the stress testing Transformation plan: As each Pool drives to implement its transition plan, the candidate will look across the programs for consistency and efficiency. For example, the candidate would ensure that Pools are appropriately leveraging the results from the Enterprise stress testing program. The candidate would also review business requirements across Pools for certain stress testing activities e.g. scenario design, reporting and results review.
+ Independent review and challenge: the STRP lead will partner with the ERM Governance team to challenge the Pool level ASTPs as well as the completion of milestones within the Transformation plan.
**Qualifications**
+ Education: Graduate degree in Finance, Business Administration, Operations Research or another quantitative field (Computer Science, Mathematics, etc.), or an undergraduate degree with additional years of relevant experience is required
+ Experience:
+ 10+ years of experience in risk management, Finance function, relevant front-office/business or management consulting role; must include experience across risk types
+ Experience with design, execution and/or review of stress testing or similar processes in systemically important financial institutions is strongly preferred
+ Track record of managing cross functional initiatives
+ Skills
+ Understand stress testing related banking regulation and supervisory expectations for large complex financial institutions
+ Strong collaboration and influencing skills - able to identify and influence key decision makers across various levels and functions within the organization; defuse conflict and work toward agreement
+ Clear and concise written and verbal communication skills with ability to engage at senior management levels
+ Self-motivated and detail oriented with an ability to take reasoned decisions under pressure
