Capital Transformation, Basel Interaction and Accountability Model Senior Vice President

The Capital Planning team within Citi Treasury is responsible for all aspects of capital analysis, forecasting and planning for Citi, including providing programmatic leadership for the firms capital ratios; Risk Weighted Assets (RWA); CCAR; and Recovery & Resolution Planning. The organization spans the full capital planning continuum, with the Head of Capital Planning reporting to the Citi Treasurer.


Capital Planning has recently created a dedicated Capital Transformation function that articulates the strategy by which Citi will achieve its Capital transformation goals and provides central leadership over the execution of the necessary remedial actions to deliver the firms Spot RWA and Planning target state, as required to address the FRB and OCC Consent Orders. The Capital Transformation function is responsible for key aspects of capital transformation including:


+ Capital CDO: Executing a data quality program and analytics process to drive consistency in data requirements, thorough root cause and remediation of issues, and development of target state engagement model Capital

+ Governance Transformation: Managing development of and adherence to effective governance over Capital Planning and calculations; Providing central connectivity to other planning and governance groups to ensure that transformation goals improve / strengthen existing processes

+ Planning Transformation: Developing an end-to-end framework (both BAU and stress) that supports periodic assessment of Citis capital adequacy to inform internal capital goals, ongoing monitoring of capital measures, and planned capital actions

+ Basel Transformation: Developing a framework that requires consistent end-to-end controls from point of origin to Spot RWA calculation and regulatory reporting, and enables evaluation of the completeness and effectiveness of internal controls with attestations that support Managements oversight of the control environment; Implementing and maintaining the Basel Interaction and Accountability Model that clarifies roles & responsibilities across 1st and 2nd LODs for Spot RWA processes under Standardized and Advanced Approaches


This role will report to the Basel Interaction and Accountability Model Lead and the Head of Basel Transformation within the Capital Transformation function to build and execute the Basel Interaction and Accountability Model, to negotiate roles and responsibilities, including mapping to regulatory rule requirements, and develop detailed write-ups for the role of each sub-function; This role will also partner with HR on RWA related skills gap assessment and staffing plan; and partner with Treasury to address training needs.


This role will play an integral part in implementing the plans necessary to close the gaps identified by the Consent Order planning efforts, and the firm-wide, cross-functional execution of those plans over a multi-year timeframe.


This is a highly strategic build the bank role that will provide significant exposure to senior management and will partner extensively with colleagues across Capital Planning, Business, Risk, Finance and 2nd line of defense functions. Ability to work under pressure to meet tight deadlines and excellent interpersonal skills are required given the high level of interaction with senior managers, auditors and regulators.


**Reporting Structure** **and** **Responsibilities**


The role will have the following responsibilities:


+ Support of the Basel Interaction and Accountability Model Lead and Head of Basel Transformation in leading coordination efforts for delivery of Consent Order deliverables

+ Deliver tactical solutions over a short-term horizon to remediate control gaps, both self-identified as well as those identified by auditors and regulators

+ Support the development of implementation actions by functional area partners to meet their target roles as defined in the interaction model

+ Support Internal Audit validation of Consent Order milestones

+ Enable continuous improvement by partnering with workstream leads and senior stakeholders to proactively design solutions to support the integrity of the Interaction and Accountability Model across functional areas

+ Participate in/facilitate Transformation, Execution and Dependencies (TED) Forums as a part of ongoing communications on the Accountability and Interaction Model project

+ Develops strong working relationships with process owners across the organization in support of their individual responsibilities and in support of creating a holistic framework in which the firm executes its collective capital planning responsibilities

+ Support development of materials for management discussions and other stakeholder forums


**Qualifications**


+ Exceptional communication skills, including well-developed verbal, written and presentation skills. Must be able to quickly create concise, informative executive summaries for internal and external stakeholders that convey a well-developed story and advocate for a well-reasoned point of view

+ A self-starter with ability to independently manage work and drive multiple deliverables concurrently

+ Creative skills necessary to craft persuasive, well-researched narratives for senior consumption

+ Aptitude for translating strategy into execution in a complex and cross-functional organization

+ Strong attention to detail with proven ability to distil complex ideas into simple stories

+ Previous experience in Risk, Treasury, Controllers, other Finance functions, or audit functions is preferred

+ Strong audit / compliance instincts and ability to apply independent judgment to historical business practices, with a proven ability and willingness to challenge the status quo

+ Ability to gain consensus and agreement across disparate functions, products and geographies

+ Must have ability to stay ahead in a constantly changing environment. Must be a change agent, ensuring others understand current direction

+ Minimum 7 years of proven leadership experience in financial services industry or management consulting experience in capital management / Basel

+ Relevant experience in assessing learning needs and designing and delivering curricula to audiences using multiple delivery media is preferred

+ Understanding of capital markets and/or institutional banking is preferred

+ An undergraduate degree is required. An MBA, CPA or CFA is preferred
