**Group Description**


Citi Treasury safeguards the balance sheet, capital, and liquidity of Citigroup while providing oversight of liquidity, interest rate and currency risks. Payments, clearing and settlement (PCS) solutions provided by Citi business lines to institutions and individuals requires the firm to maintain sufficient liquidity during operating hours to ensure the timely completion of those services. Intraday liquidity (IL) management activities and resources bridge timing gaps between client funding activities and Citis completion of those PCS activities on behalf of those clients. Several treasury functions work with each other as well as business partners to ensure those resources are available to meet client needs and to support an orderly market for these systemically important processes.


The Intraday Liquidity team within Treasury leads the firms Intraday Liquidity Target State Working Group and its program teams. The team also leads ongoing development of IL strategy and its operating framework. Its emphasis is oriented towards realizing commercial opportunities in a sound manner. Objectives of the team and the working group include optimization of existing practices as well as proactive preparation for market changes including instant, 24/7 payment processes as well as cash and securities digitization solutions.


**Scope of Responsibilities**


The successful candidate will demonstrate a comprehensive understanding of IL management practices, a broad knowledge of the regulatory framework and requirements pertaining to liquidity management and associated internal/regulatory liquidity metrics, as well as exposure to payments, securities settlement, and clearing services activities. The candidate must demonstrate intellectual curiosity around the evolutions of PCS processes and offerings, and understand the underlying market drivers behind these changes. Those drivers include the evolution towards instant payments, the development of DeFi (Decentralized Finance) and DLT (Distributed Ledger Technology), as well as the emergence of tokenized assets and the associated settlement processes of digital assets.


The Senior Lead Analyst will work with business partners and other functions (Risk, Legal, Tax, etc.) to identify the impacts of implementing various use cases for these emerging solutions upon Citis structural and regulatory liquidity positions. Prior analytical experiences should highlight the candidates ability to learn and digest new concepts fast, to conceptualize, to act as a critical thinker, to develop prototypes, and to deal with ambiguity. This role will be instrumental in developing and representing Citis readiness on these innovative opportunities to all stakeholders, including senior management and regulators.


Primary responsibilities include:


+ Assist in defining the technical requirements necessary to support the roll out of a viable tokenization framework (smart contract definitions and rules, real time queries to ledger, accounting treatment, liquidity implications, etc.) by engaging with respective SMEs (treasury, risk, technology, accounting, operations)

+ Contribute to the redesign and implementation of a new IL operating model across locations in order to accommodate instant payments, accelerated asset settlements and continuous (24/7) client delivery

+ Identify IL measurement, monitoring and control processes and systems requirements necessary to support the new operating model

+ Support the definition of a scope to implement a prototype at a small scale to validate proof of concept

+ Help establish mechanisms and roadmap for dynamic liquidity transfer across entities via a liquidity pool (including costs, operational and system implications, and impact on liquidity metrics)

+ Support new product reviews relating to digitalization/tokenization/faster payments for IL impact and risk assessment, limit requirements and controls

+ Partner with Citi businesses where applicable to support the roll out of the instant payment effort


Qualifications include:


+ Minimum 2-3 years experience in Treasury liquidity management roles

+ Exposure to payments, clearing and settlement processes preferred

+ Broad understanding of liquidity metrics, analytics and regulatory framework

+ Cross-functional project with strong technology/risk/regulatory component preferred

+ Digital cash and securities product development experience preferred

+ BS in Finance, Economics, Accounting, Engineering or Math; MBA preferred

+ Collaborative orientation along with desire to interact with colleagues at all levels and across functions

+ Demonstrated analytical experience and abilities, combined with ability to communicate effectively and concisely with respect to complex analytical matters in written, visual (graphical) and verbal form

+ Proficiency with MS Office suite
