SUMMARY OF DUTIES:
Overall responsibility for development and oversight of signal design projects and standards. Lead signal design staff to provide design engineering for projects and studies required to repair, rehabilitate or construct communications and signal facilities and systems, generation and review hardware and software design and commissioning plans for signal systems, development of signal design standard procedures and practices, and creation and review contract documents. This position will participate in design, construction and commissioning planning and review meetings. This position is responsible to maintain configuration control of signal hardware and software designs. This position provides technical expertise to other departments and makes engineering decisions for the C&S Department and their staff upon request.
ESSENTIAL FUNCTIONS:
Manage Signal Design department personnel and activity as well as coordination with external stakeholders
Serve as a member of the Engineering Departments Systems Stakeholder/Steering Committees responsible to define the departments management information and decision support system goals and objectives.
Assist the Deputy Chief Engineer C&S in the development of the C&S departments annual capital and maintenance programs.
Support division and production C&S forces in addressing technical issues and implementation of modifications to Amtraks signal system.
Provides support for signal installation work to ensure that new systems are properly tested before being placed into service, develops and reviews test plans and procedures to ensure that production and division forces complete all necessary testing and documentation, attends field cutovers, and ensure any field changes are documented in as-in-service documentation.
Ensures signal design files, databases, software, etc. are current and properly maintained.
Must be capable of developing solutions to individual signal design problems, providing direction to signal design staff, and reviewing staff and consultant developed signal designs.
Supports the testing and evaluation of new products and equipment to be used in the signal system to ensure that they meet the operational, safety and reliability requirements.
Maintains documentation of all comments regarding of design plans, both internal and external.
Assist in the development of the C&S departments annual capital and maintenance programs.
Assist in ensuring all signal assets are inventoried in Amtraks asset management program.
Supports development of signal maintenance practices, procedures and inspections through maintenance of AMT-23, AMT-27 and other C&S manuals.
Interfaces with FRA on issues that affect the maintenance and inspection of Amtraks signal system. Directs the filing of all FRA applications as required to modify Amtraks signal system.
Maintain industry contacts and membership in industry associations to determine industry best practices and their application at Amtrak.
MINIMUM QUALIFICATIONS:
Bachelors degree in Electrical Engineering with eleven years relevant experience or fifteen years equivalent combination of education, training and experience.
Knowledge of work rules and safety standards including Amtraks AMT-23 and 27, FRA Rules and Regulations Governing Railroad Signal and Signal Systems, Roadway Worker Protection, and NORAC/General Code Operating Rules. If individual has not qualified under these, then he/she must have the ability to do so within one year.
Demonstrate experience in signal design, technical supervision, technical design, design software, project management, railroad maintenance and construction methods and planning / scheduling.
Strong working knowledge of railroad signal circuit plan symbols, nomenclature and circuit logic.
Working knowledge of railroad circuit design as applied in signal systems.
Knowledge of C&S equipment (microprocessors, relay, batteries, etc.)
Knowledge of mathematics and Boolean algebra as it applies to signal processor or relay logic.
Knowledge of Amtraks interlocking layouts and physical characteristics.
Knowledge of FRA standards, rules, and regulations.
Knowledge of software system design concepts and processes.
Prior satisfactory job performance is required.
Must be able to represent Amtrak at industry (AREMA, FRA, TTCI, APTA) meetings and committees
Ability to understand design trade-offs and budgetary implications
Must be able to quickly understand differences between freight and passenger standards
Skills in advanced leadership and management; effective writing and presentations; conducting meetings and interviews; interpersonal communications; time management; conflict resolution and conducting formal investigations
Skill in project management
Ability to communicate with field personnel to ensure accuracy of signal system designs on file.

PREFERRED QUALIFICATIONS:
Masters degree in electrical engineering with thirteen years relevant experience or seventen years equivalent combination of education, training and experience.
Extensive experience in writing and checking railroad signal software programs.
Extensive field knowledge of signal construction and maintenance practices.
Experience using Bentley Microstation Applications.
Qualified on NORAC, AMT-2 and RWP
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
