Northrop Grumman Aeronautics Systems in San Diego, California is currently seeking a Manager, Software Engineering 2. The successful candidate will lead a team of approximately 10-20 individuals to complete the full software development life cycle in an Agile software development environment. The successful candidate will collaborate and work in a team environment with their peers, e.g. Systems Engineering, Systems Test, and Electronics & Payloads, to ensure the team is meeting the mission engineering objectives of the contract. The successful candidate will implement and utilize several Agile development techniques and metrics to help manage team progress and quality throughout the life cycle. This position is a dual-hatted position that reports to the IPT Lead on the program side and the Cloud and Application Department Manager on the functional side.
**Essential Functions:**
+ Work in a fast-paced environment with high expectations, significantly diverse assignments, and collaborative team settings across all levels
+ Participate in the full software development life cycle including design, implementation, and delivery of software products to our customers
+ Operate in a cloud technology development environment working with microservices, object-oriented programming, design patterns and pub-sub messaging
+ Work in Agile Scrum teams to develop software products for multiple software baselines
+ Collaborate with systems engineers, hardware designers and integration/test engineers to develop and maintain complex software systems
+ Responsible for managing and reporting budget and schedule status for software
+ Focal point for earned value and schedule reporting
+ Work closely with program-assigned systems engineering, software development, and management professionals to ensure that the software lifecycle is accomplished with high quality and efficiency
+ Supports budget and IMS task planning based on received Budget Advice and associated TAs in coordination with SW IPT, SW Development Leads, SW Architects, and Product Owners
+ Oversee and manage the quality and timeliness of the organizations products, and identification and remediation of potential issues before they become problems
+ Ensure earned value and schedule status is provided as required by the rhythm defined by the program
+ Develop and manage detailed budgets and schedules and create work assignments for indirect tasking
+ Support coordination and content for program EAC reviews at a rhythm defined by the program
+ Support program Initial Baseline Review (IBRs) and associated review as required program
+ Provide Functional Management to direct reports, including career guidance, staffing, interviewing/onboarding, disciplinary actions, and direct engagement
**Basic Qualifications:**
+ Bachelors Degree in a STEM (Science, Technology, Engineering, or Mathematics) discipline from an accredited university with a minimum of 9 years of software development experience or Masters and 7 years of experience
+ Prior leadership experience using agile development, including participating as Product Owner, SCRUM Master, and/or team member in an Agile development environment
+ Experience with the full Software Development Life Cycle (SDLC)
+ Experience with Agile software development, object-oriented architecture and programming, software integration and testing
+ Experience with at least two of the following programming or scripting languages: Java, Python, Go, C++, C#, PowerShell, VBScript, Bash, KornShell
+ Experience with at least one of the following Cloud technologies and service providers: Amazon Web Services (AWS), Microsoft (MS) Azure, Google Cloud
+ Experience with developing, maintaining, and administering microservices in cloud architecture environment
+ Experience with at least one of the following cloud service models: Software as a Service (SaaS), Platform as a Service (PaaS), Infrastructure as a Service (IaaS)
+ Experience with Java microservices, Graphical User Interface (GUI) applications, threading, intermediate object-oriented programming, design patterns, Data Distribution Service (DDS) messaging, web technologies, Unified Modeling Language (UML), database essentials and SQL/NoSQL
+ Prior experience using Atlassian Tool Suite, JIRA, SonarQube
+ Active DoD Top Secret Clearance
+ Ability to obtain Special Access Program (SAP) clearance before establishing a start date
**Preferred Qualifications:**
+ Special Program Access is preferred
+ An advanced degree in Engineering, Computer Science, Computer Engineering, or other STEM discipline
+ Advanced technical management degrees
+ Prior experience in engineering functional management is a plus
+ Proven leadership qualities and strong interpersonal skills

+ Time management and organizational skills to prioritize across concurrent program and functional responsibilities
+ Prior experience with cost account management and task/resource planning
+ Advanced experience with at least one of the following databases: Oracle, MySQL, Microsoft SQL Server, PostgreSQL, MongoDB, Redis, Elasticsearch
+ Advanced experience with at least one of the following container management tools: Kubernetes, Amazon ECS, Docker Swarm, Nomad, Redhat OpenShift
+ Experience with application and container security
+ Experience with Machine Learning Model development
+ Excellent communication, interpersonal skills, and the ability to interface with all levels of employees and management
Salary Range: $143,500.00 - $215,300.00
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
