The Applications Development Function Group Manager role is a senior management level position responsible for accomplishing results through the management of a team or department in an effort to establish and implement new or revised application systems and programs in coordination with the Technology Team. The overall objective of this role is to drive applications systems analysis and programming activities in Engineering and Cloud technologies.


**Responsibilities:**


+ Define the strategic goals, execution approach and roadmap for the Cloud Technology department in conjunction with key stakeholders both globally and regionally.

+ Manage a large applications development functional area through functional managers

+ Develop roles, responsibilities, and structure team to ensure greatest impact, efficient use of resource, and alignment to business structures

+ Collaborate and partner with the business, infrastructure, and architecture teams to define strategic roadmap and execution plan leveraging our global target state architecture that will enable the simplification and standardization of assets that have scalability and resiliency within our Citi ecosystem and in public cloud.

+ Provides vision to build and adopt Cloud Native and Cloud Compatible platforms

+ Create an engineering excellence culture through knowledge sharing, innovation and embracing best practices through agile delivery. Ensure adherence to Technology Engineering KPIs

+ Manage regulatory agenda in line with broader business goals and work with other key Information Technology (IT) and business stakeholders to ensure consistent delivery and prioritization of initiatives

+ Deliver cost savings and greater efficiency through innovation, process improvement, simplification of the technology stack and strategic outsourcing, and vendor partnerships

+ Act as a changemaker for our cultural and agile transformation with basis on diversity and inclusion

+ Lead a collaboration space with the regional teams to bridge the gaps between our global target architecture and local requirements with an eye towards simplification and standardization

+ Have in-depth exposure to legacy platforms and technologies during career journey while keeping focus on new advances in technology

+ Prepares and delivers comprehensive communications to convey architectural direction and how it aligns with enterprise strategy

+ Optimizes talent strategy to ensure proper mix of resources and attracts and recruits best talent

+ Provide comprehensive Architecture Governance including the ARB (Architecture Review Board) processes, interface with Citi Architecture organizations and adoption of Citi architecture directives at ISG

+ Participates in the development of 3rd Party vendors strategy and provides oversight to ensure achievement of technology support objectives

+ Work with sales teams as they help solution complex deals with strategic clients


**Qualifications:**


+ 15+ years of experience in enterprise, application, and/or information architecture within a line of business or enterprise area

+ Knowledge and demonstrated experience in system architecture, technical design, system and software development technology and architecture governance

+ Expert level Software Engineering experience in large scale technology platforms, particularly in the context of Digital Transformation programs

+ Executed technology transformation and modernization initiatives including migration to cloud native and cloud compatible platforms

+ Strong understanding and experience with development and support of mission critical applications optimized to run in enterprise data centers and deliver highly scalable, reliable performance

+ Solid foundation in computer science fundamentals, including data structures, algorithms, database theory, operating systems, domain driven design, bounded contexts, data modeling

+ Expertise presenting & socializing with Senior Management across Business & Technology

+ Ability to articulate intricacies of Technology Architecture

+ Experience with financial products, mostly Capital Markets & Investment Banking

+ Working knowledge of the industry and competitors products and services

+ Advanced knowledge of strategic direction of the function within relevant part of the business

+ Demonstrated leadership, management, and development skills

+ Deep functional and technical experience in Capital Markets Technology across Front Office, Middle Office, Operations, Risk & Finance.

+ Strong Product Delivery skills who can Identify opportunities & champion ongoing best-in-class business transformation/ innovation

+ Must have deep skills in taking Products through the Digital Journeys, User adoption & enablement, Product Branding, Delivering multiples in ROI or Risk Reward benefits.

+ Ability to run Data Governance, DQ management across multiple business groups and divisions

+ Experience with establishing Data Lineage between disparate enterprise data stores will be beneficial

+ Familiarity with Data Discovery and Access Solutions

+ Should have managed large development teams and a global footprint

+ Detail oriented and proven analytical skills

+ Solid relationship building skills with track record of results

+ Excellent written and verbal communication skills. Must be able to effectively communicate with management and employees across business units.

+ Must be able to demonstrate leadership/motivation skills

+ Must have practiced Agile/Scrum

+ Experience with the following tools and technologies:

+ Hadoop, Spark, Kafka

+ Relational SQL and NoSQL databases

+ Experience with Java

+ Expertise in Big Data querying tools e.g. Hive and Impala

+ Experience with NLP/Machine learning

+ Experience with Business Intelligence Tools

+ Unified Modeling Language

+ Business Intelligence

+ Cloud Architecture Certification (AWS, GCP, or Azure) preferred or strong architecture experience on Cloud such as AWS Lambda, EKS, EC2, S3, DynamoDB, RDS, Pivotal Cloud Foundry

+ Sound knowledge and experience with Java (OOP, Multithreading, Concurrency, Data structures etc.)

+ Deep understanding of Messaging and Middleware including MQ, Kafka, Event-Driven architecture

+ Strong knowledge in SQL, Databases (Oracle, MongoDB), ETL and Big Data

+ Experience with UI technologies, design, Rules Engines, Search technology

+ Exposure to legacy technologies in web tier, app tier, middleware and database tier desirable

+ Background in the financial services industry preferred

+ Demonstrated knowledge of architecture, complex systems, and key technology areas within funds administration

+ Ability to build and maintain peer and business relationships

+ Bachelors degree/University degree or equivalent experience

+ Masters degree preferred
