**Job Purpose:**


The Programme Manager will be responsible for the oversight, governance and delivery of major business transformation, growth and regulatory change projects in Sub-Saharan Africa (SSA) cluster within EMEA Emerging Markets (EM).


**Job Background/context:**


The objective of the position is to lead major firm-wide projects in EMEA Emerging Markets with primary focus on South Africa and SSA cluster.


The role will work in partnership with SSA CCOs, the cluster CAO and business/product heads in order to coordinate the planning and execution of programmes and cross-franchise regulatory change projects. The SSA Programme Manager will report directly to the EMEA EM Head of Programmes and Regulatory Change.


The role will initially focus on two important projects for South Africa: a Data related Project (BCBS 239) and the Operational Resilience Project. The BCBS programme must deliver a number of improvements to in-scope regulatory report processing against regulatory committed dates and as such, the role requires an experienced change professional skilled at managing multiple streams of work, stakeholders, functions, dependencies, and risks. In addition, Citi is embarking on multiple regional programmes to drive BCBS compliance across the firm. This role should look to align with and leverage where possible any developments which could improve implementation consistency across regions or de-risk components of the South Africa programme. Also, Citi is investing heavily in improving its approach to Data Governance more broadly and so this role will need to understand the strategic direction of Citis Global Data Programme and how it might impact on the South Africa BCBS programme.


**Key Responsibilities**


+ Deliver BCBS 239 programme and other franchise projects for South Africa and SSA cluster

+ Track projects through the full lifecycle and ensure they are completed on time, to budget and adhere to the firms standards

+ Work with senior managers to create and maintain the high-level roadmap. Work with team members on detailed project plans/ timelines and co-ordinate sign-off of deliverables

+ Maintenance of Programme Management artefacts e.g. plan, roadmap, milestones, RAID log, metrics, escalation points, dependencies

+ Implement and run an effective programme management governance model in line with Citi project/PMO standards

+ Lead the preparation of consolidated materials from project reports for regular status reviews by key stakeholder. Produce materials for working group and steering group meetings, as well as discussions with regulators

+ Ensure Risks are mitigated/escalated in an appropriate and timely manner to ensure programme execution remains within risk appetite. Work with sponsors and respective project steering committees to remove project implementation impediments

+ Work in partnership with ICRM for oversight of regulatory change identification and impact assessment processes and launch projects where required to implement changes

+ Interface with 2nd/3rd Line-of-Defence teams to ensure programme execution/deliveries/evidence are aligned to 2nd/3rd LoD expectations and that ultimately regulatory compliance is achieved within the committed timeframe

+ Accumulate lessons learnt and evolve project management practices accordingly

+ For BCBS 239, work closely with EMEA Data Governance Lead to ensure execution is in line with Citis overall Data Governance standards. Leverage EMEA CDO support and manage relationships with business and functional leaders to drive progress for the CBNA SA entity. Regular interaction with functions such as risk/finance to ensure progress towards BCBS 239 compliance.


**Knowledge/Experience**


+ Programme management/change delivery experience (10+ years)

+ Banking or financial services experience (10+ years)

+ Experience with cross-functional / business delivery, ideally with large data-intensive programme & project management experience

+ Experience of running regulatory driven programmes; interaction with regulators, reviews and interaction with internal compliance/audit functions are highly desired

+ Experience with data programmes, including BCBS 239 Principles, Data Governance practices and policies

+ Knowledge of Citis products and services in Emerging Markets is advantageous

+ Bachelor degree (Master Degree desirable); Project Management qualifications desirable
