This position is a tiered position. Incumbents will have a position level assigned based on their skills and experience, and in alignment with position development plans. Position placement is at Amtraks sole and absolute discretion.
SUMMARY OF DUTIES:
The Road Foreman manages train and engine crews for the Marc Commuter Service to ensure a safe and efficient operation of locomotives and trains within the assigned territory.
ESSENTIAL FUNCTIONS:
Respond to service disruptions within area of responsibility. Implement safety plans.
Must respond to any RR emergencies, 24 hours a day.
Provides leadership, mentoring and guidance to engineers; oversees train operations in coordination with the road trainmaster in compliance with rules and regulations of operating carriers, federal regulatory agencies, and Amtrak labor agreements.
Ensures bulletins, equipment, postings etc., adhere to labor, federal and Amtrak regulations.
Monitors employee performance for compliance with policies, procedures and operating practices, as well initiating consistent corrective action for non-compliance behavior in a fair manner.
Manage employees and train operations to optimize OTP and make recommendations to improve performance.
Manages and oversees locomotive engineer certification requirements and re-certification program, conducts operational efficiency tests, ensures compliance, maintains employee records, manage crew base budget for locomotive engineers, ensure engine crews attend training classes, documenting and reporting training; communicate with carrier RR managers regarding territory operations.
Promptly responds to service disruptions providing service recovery and written and verbal reports.
Responsible for interviewing, selecting, training and qualifying personnel on various types of equipment and ensuring employees operate equipment efficiently and in compliance with NORAC operating rules.
MINIMUM QUALIFICATIONS:
Certified Class I train service engineer. Minimum of 5 years operating experience, with no violations described in CFR 49 part 240.117, as train engineer and/or as Road Foreman.
Prior satisfactory work experience in train or passenger service.
Five (5) years experience as a train service crew member.
Five (5) years experience as Locomotive Engineer.
Demonstrated business and financial management experience. Ability to develop and manage an operating budget.
5 or more years of experience. Bachelors degree in Transportation, business or related field or equivalent work experience, training and/or education.
Prior experience in a supervisory position.
Must be a certified FRA Class I Train Service Engineer, minimum of (2) years operating experience with no violations as described in Title 49 CFR Part 240.117 as a train service engineer, labor contracts (BLE, UTU, & TCU).
Must be qualified on the physical characteristics of territory.
Working knowledge of Amtrak policies and procedures.
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
