The School of Nursing has an outstanding opportunity for a Research Scientist Engineer Senior
Research and Evaluation:
Research and evaluate key public health policies and technical/informatics considerations that are central to the public health reporting mission. This work will be done through serving on review committees, study groups, public health task groups, or comparable groups delegated responsibility for reviewing and developing eCR public health policies, procedures and guidelines. They will act as liaison to policy-level officials to ensure that the respective views and interests are promoted with respect to current and emerging policy issues, and that those views are taken into consideration in policy development and implementation. They will review and assess the effectiveness of current eCR public health policies and determine where new or changed policies are required to effectively execute public health programs, missions, and functions. They will compare and contrast current and proposed policies to formulate strategies for addressing conflicting or duplicate policies. They will provide executive management with recommendations to improve and/or overcome shortfalls and deficiencies and formulate alternative courses of action for the solution of complex cross cutting issues.
Subject Matter Expert:
Serves as a leading authority and integrates knowledge and experience of public health programs and policies to provide guidance on cross cutting procedural and multilayered and multifaceted policy issues to other components of the agency and other governmental agencies; resolve problems, modify procedures; develop and interpret complex policies to meet new and novel conditions; and present existing and emergent public health policies to representatives of other governmental agencies, State and local governments, private industry, academia, consumer organizations, Congress, and the scientific community. They will specifically not be allowed to represent CDC views or policies, and will not be allowed to lobby elected officials at the federal, state, or local levels.
Communication and Policy Leadership:
Use research findings to develop and prepare policy documents, briefings, reports, summaries, responses to requests for information and other substantive documents. They will prepare and present these products, which will incorporate the participation and guidance of executive and program level APHL staff. This position will have weekly communication with the UW Principal Investigator, to seek technical and strategic advice, and weekly communication with the APHL Chief Medical Informatics Officer, who is the executive overseeing APHLs cooperative agreement work in eCR with CDC

RequirementsMaster's Degree in related field
Eight Years of relevant work experience within the field
Five to seven years of job-related experience with the following:
state-level leadership experience in planning and policy development for electronic case reporting
state or local leadership experience in implementing electronic case reporting including barriers to
implementation and integration with existing public health surveillance systems and softwareexperience managing state grant funding from CMS, CDC, or other federal agencies to implement eCR
knowledge of public health data standards, including eICR, FHIR, and HL7 standards and standard
terminologies including LOINC, SNOMED, and ICD10participation in national standards development organizations, such as HL7, and be familiar with the Standards Development Organization processes
evidence of authoring and presentation of scholarly results at national informatics or public health meetings.
5 or more years of experience in public health informatics and/or epidemiology at a state or federal public health agency
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
DesiredProfessional Practice Doctorate in Human or Animal Health or (MD, DO, DVM, or DNP) or related field. Equivalent experience can be substituted for degree requirements.
familiar with APHLs eCR Now product and its implementation
familiar with standards for computerized decision support (CDS) including FHIR-based standards such as CDShooks
familiar with the processes used by CDC to develop and demonstrate proof of concepts for public health
informatics, such as the HIMSS Interoperability Showcaseable to write clearly and present to technical and public health meetings
experience in infectious disease outbreak management of either human or animal disease
