1. SUMMARY:

The Loan Administration Unit (Syndicated/Bilateral Loan Administration) Team Leader is responsible for supervising the Agency/Bilateral Loan Administration Team; Offshore Syndicated loan Servicing team , ensures accurate and timely administration / servicing of the Bank's loan portfolio; ensures daily activity comply with state and federal laws, regulations and Bank lending policies and procedures; ensures department activities run smoothly and efficiently; provides leadership, training and supervision within the department; and provides a high level of customer relations and service. The position of Agency/Bilateral Loan Administration Deputy Section Head performs direct supervisory duties of department staff, coordinates staff for coverage in all related areas of the department, and is required to be fully knowledgeable and skilled in all areas of servicing syndicated and bi-lateral loan facilities

2. PRINCIPLE RESPONSIBILITIES:

General Duties

Manage all aspects of the Bilateral, Agency Loan Administration Team which is comprised of Loan(s) and Guarantee(s) Administration of Bi-Lateral and Syndicated Facilities

Act as BCP team leader for offshore syndicated team in the event of BCP or in case of need support and oversees the daily handling of:

- Credit Arrangement maintenance
- Loan Drawdown, including funding
- Post Drawdown (due date) Management
- Loan Repayment

- Fee Management

- Commitment Management

- Credit Application Limit Management

- System Input Operations

- Reconciliation

  • Support all Team projects including systems related, staff related, product related, etc.

  • Insure Team maintains high levels of professionalism, quality and efficiency

  • Implement/monitor internal controls for the above Team in order to minimize Operational Risk

  • Oversee the training and development of Team staff, including career development

  • Execute business plans formulated by Unit Management

  • Support the Unit Head ,Section Head manage departmental budgets allocated to the Team.

  • Prepare annual review(s) for all Team staff members

  • Develop/maintain relationships, and provide high level of technical support, with internal clients or service providers including Front Office, Middle Office, Comptrollers, Legal, Internal Audit, Systems etc

  • Maintain relationships with external parties including External Auditors, Head Office, Federal & State Regulators, Business Organizations, Key Clients, etc

  • Review, on an ongoing basis, Team workflows, procedures, systems, etc. for inefficiencies, inherent operational risks, quality issues, etc. If applicable, propose risk mitigation and efficiency measures, such as strengthening workflow or introduction of system solutions

  • Insure strong information control in areas such as transmission of email/fax, handling customer information, and safekeeping of critical information

  • Keep abreast of market issues, industry developments, new products, systems, etc.

  • Support the Unit Head, Section Head, control of Team vacation schedules, insuring all regulations (NY and Japanese) are complied with

  • Business report preparation

  • Participate in various short-term projects to maintain data integrity

Exception Duties

  • Perform periodic data integrity checks

  • Duties as assigned

  • Undertakes special projects, and assumes other duties, as assigned, completing such tasks on time.

Compliance

  • Obtain a basic understanding of the applicable rules and regulations that govern the Bank. Understand that all questions and/or clarification about such rules and regulations should be directed to the Americas Legal and Compliance Division. Attend Annual Compliance Training presented by the Americas Legal and Compliance Division. Read and respond as necessary to all compliance-related reference and directive materials received. Comply with the Banks Code of Conduct.

  • Ensure that in the event an employee of Loan Administration Unit or offshore Syndicated Loan Team suspects that a transaction may involve any of the following, such information will be reported to OFAC Officer for further direction:

-- an SDN, blocked person/blocked entity,

-- a prohibited transaction,

-- a prohibited entity,

-- any mention of a sanctioned country within transactional documents,

  • Designated as person responsible for reporting potentially prohibited transaction(s) (OFAC related) upon detection.

3. QUALIFICATIONS:

  • Five to Seven years of experience with the management of loan products.

  • Experience with loan operating systems: ACBS, G-Base

  • Experience with specialized lending products (e.g. Asset Securitization, Leasing, Collateralized Loan Obligations, Project Finance, Loan Trading, and or Credit Derivatives, as necessary)

  • Experience with compliance in a lending area

  • Proficient in management of lending products

  • Be thorough and accurate and demonstrate attention to details

  • Competent written and oral communications skills

  • Organizational skills and to work well under pressure

  • Ability to identify and solve problems
