JOB DESCRIPTION:
The Naval Business Unit, in support of the Defense and Civilian Sector, currently has a career opportunity for a qualified Tomahawk Weapons System training subject matter expert (SME) to provide Tomahawk training support for the implementation, execution, and assessment of the training program and requirements to support Tomahawk at Tactical Training Group, Pacific (TTGP), San Diego, CA.
Training SMEs are highly-skilled persons with knowledge gained over years of experience at senior levels. They promote greater information sharing for staffs and stakeholders. They provide realistic as well as reliable, consistent support and well-developed recommendations to various audiences in training and real world events. They will maintain the integrity of the training objectives, and maintain a knowledge base that is consistent with the requirements that cover the full spectrum of the listed Functional Area duties. SMEs serve as the catalyst for developing and evaluating requirements. They provide the expertise and insight to support programs and leaders at all levels, including very senior levels, civilian and military sectors. They are experienced subject matter experts in their fields of expertise.
The ideal candidate for this position is a Tomahawk operations SME, having stood watch on a Tomahawk-equipped platform as a Tomahawk Weapons Systems operator and/or supported Tomahawk training in a schoolhouse. In addition, the candidate will have excellent public speaking, presentation, and time management skills, as well as at least six years of applicable experience in:
Conducting fleet training analyses to identify gaps, training needs, and solutions
Developing and modifying training event/exercise scenarios and curricula
Delivering training in person and/or online
Managing training projects
Designing custom training to meet Fleet and Joint training objectives
Specific Functional Area tasks include:
Develop scenario scripts for Tomahawk training events and related distributed training exercises.
Consolidate unit exercise participation requests and the participation or "player" list into a single complete and concise document.
Tailor exercise scenarios to include Tomahawk targets and missions to achieve participants' Navy Mission Essential Task List (NMETL) training objectives in accordance with Surface Force Training and Readiness Manual (SFTRM) and Fleet Response Training Plan (FRTP) training requirements and exercise guidance provided via a government furnished planning document or staff event planning meeting.
Review and incorporate Tomahawk strike warfare principles, doctrine and policy, Fleet commanders' guidance and current operational trends and previous Tomahawk exercise lessons learned into scenario scripts.
Produce the Tomahawk Command Information (TCI), including the strike package, and transmit to participants via Mission Distribution System (MDS).
Review, analyze and assess Tomahawk planning products and provide comprehensive and beneficial change recommendations that ensure the achievement of training objectives.
Attend participant briefs to collect inputs required for training event/exercise setup and provide value added change recommendations to achieve training objectives.
Review, analyze, and assess the Government’s exercise communications plan to ensure any shortfalls, inefficiencies, or issues are identified and produce solution based revision recommendations to include any applicable areas of improvement.
Identify and submit IP addresses for exercise participant system access through the TTGP network firewall.
For Fleet Synthetic Training (FST) events (e.g., FST-WC, FST-GC, FST-J), in addition to Tomahawk exercise planning and scenario development described above:
Recommend Tomahawk training objectives, missions, target requirements and Tomahawk scenario timeline to government stakeholders.
Participate in scenario planning meetings/conferences, provide Tomahawk warfare specific inputs, brief Tomahawk training timelines, identify potential conflicts, and provide solution based revision recommendations to resolve conflicts and ensure Tomahawk training objectives are achieved.
Adjust the Tomahawk mission and scenario timeline in accordance with the Government approved FST Master Scenario Event List (MSEL).
Review, analyze, and assess Master Air Attack Plan (MAAP), Air Tasking Order (ATO), Airspace Control Order (ACO), Daily Intentions Messages (DIM), Requests for Information (RFIs), orders (OPORD, WARNORD and EXORD), and confirmation briefs, and provide Tomahawk inputs.
Review, analyze and assess FST scenario support document drafts to identify any shortfalls, inefficiencies and/or areas of improvement and provide current, accurate and complete feedback to ensure any conflicts identified are resolved.
Provide inputs to the communications plan and simulation control methodology.
Attend FST technical planning meetings involving the Tomahawk exercise C4I and training systems and provide feedback recommendations to resolve any identified issues and/or beneficial suggestions for areas of improvement on the FST event architecture to ensure Tomahawk training objectives are met.
Modify Tomahawk training products to conform within that exercise.
For underway training such as Composite Training Unit Exercise (COMPTUEX), Independent Deployer Certification Exercise (IDCERTEX) and KOA KAI, review and validate scheduling, planning, training, and participation inputs from Carrier Strike Group 15 (CSG-15) and Naval Aviation Warfighting Development Center (NAWDC).
Prepare and operate Tomahawk training related systems required to ensure training objectives are met.
Contractor shall provide Tomahawk training exercise support to include:
Turn-on/shut-down, set-up, perform system configuration, test and monitor system performance of Tomahawk training related systems, including Global Command and Control System (GCCS), Theater Mission Planning Center (TMPC), Tomahawk Strike Network (TSN) and Cruise Missile Training Personal Computer (CMTPC).
Provide participant real-time/remote technical guidance and troubleshooting of Tomahawk systems to ensure that the systems are operational and prepared to effectively perform the necessary functions of the required training.
Create/modify the training scenario GCCS track pictures using CMTPC and input current, accurate and complete scenario products into GCCS databases.
Maintain training databases and archive scenarios to ensure the required information is available when necessary
Distribute Tomahawk strike tasking products via TMPC in accordance with Government-provided scenario time line.
Provide white cell support including:
Role-play of notional warfare elements (e.g., Supporting Arms Coordination Center/Fire Support Coordination Center [FSCC], ground force commanders, Joint Terminal Attack Controller [JTAC], and Forward Air Controller [FAC]) utilizing C2 systems such as chat and simulated/real radio voice communications in accordance with standard naval and joint operational communication and tactical procedures.
At the conclusion of each exercise, actively participate in exercise hot wash discussions via chat and provide tactical and technical feedback that is beneficial to the enhancement of the training objective.
Conduct post-game analysis of training systems fidelity/functionality, documenting any weaknesses or deficiencies identified and provide solution based recommendations that will resolve or mitigate such issues.
Provide integrated training exercise support and configure Tomahawk training systems, as required.
Review, analyze and assess Government proposed draft Tomahawk publications (e.g., Tactics, Techniques and Procedures [TTP], Naval Warfare Publications [NWP], Operational Publications, and OPTASKs) and provide concise feedback identifying any risk, issue, inefficiency and/or area of improvement regarding Tomahawk operations and training.
Review published changes and recommend Tomahawk training revisions as required to ensure the training mission is met.
Attend and actively participate in Tomahawk-related meetings and conferences, which may involve providing technical guidance, support and, when required, lead, facilitate and/or provide a brief with a question and answer session. During these meetings/conferences, provide Tomahawk training-related inputs, including briefs, and collect information for incorporation into Tomahawk training.
Document Tomahawk training issues and provide recommendations regarding implementation or mitigation.
Prepare all required documentation and/or support materials prior to such meetings/conferences to ensure the information is effectively communicated and successfully received by the intended audience.
Qualifications
REQUIRED BACKGROUND / EDUCATION / SKILLS:
Must be a U.S. citizen with Bachelor of Arts or Science degree and Top Secret clearance (with SCI eligibility).
Active military duty experience as a former Tomahawk watchstander who served and deployed on board a Tomahawk configured ship.
Six (6) years of general technical and functional area experience (10 years in lieu of degree will be considered); see detailed tasks above.
Four (4) years of operational experience with the Tomahawk program, including involvement in all major phases of Tomahawk training events.
Three (3) years of experience as an exercise planner and operational experience with TMPC, TSN, MDS, and CMTPC.
Two (2) years’ experience as an instructor.
Must possess proven written and verbal communication skills at the junior management and senior executive level, and be able to act independently.
DESIRED QUALIFICATIONS / SKILLS:
Experience at the senior management level and/or as a Combat Systems Training Team member.
Experience at the instructor/evaluator level on a strike group or NFC staff involving Tomahawk mission planning and execution.
Familiarity and solid understanding of the Navy Composite Warfare Commander (CWC) concept with strong knowledge of Tomahawk and Navy strike warfare.
Significant experience with FST utilizing the Navy Continuous Training Environment (NCTE) to conduct scenario development and integration of LVC capabilities into a realistic training environment.
Recent experience in joint and naval exercises, war gaming, and exercise/event planning.
Designation as Afloat Training Specialist/Master Training Specialist.
