Job Description



HII Mission Technologies has an immediate opportunity for an Acquisition Program Manager supporting the Fighters and Advanced Aircraft and Bombers Directorates at Wright-Patterson Air Force Base, OH. The Acquisition Program Manager will provide a full range of program management support to Fighters and Advanced Aircraft and/or Bombers Directorate program management offices, in accordance with DoDD 5000.01, Defense Acquisition System, DoDI 5000.02, Adaptive Acquisition Framework, and AFI 63-101/20-101, Integrated Life Cycle Management guidance and will serve as an adviser to government personnel. Duties will include planning, executing, and controlling acquisition programs through all phases of the acquisition life-cycle.


The ideal candidate for this position is self-motivated, possesses broad U.S. Air Force acquisition experience, is comfortable in a dynamic, fast-paced, collaborative work environment, and is able to identify and prioritize necessary tasks/activities to ensure program and organizational success.





Essential Job Responsibilities




+ Assist in the development of:


+ Documentation of acquisition strategies


+ Program documentation as identified in AFI 63-101/20-101, Integrated Life Cycle Management, Chapter 4, Table 4.1


+ Statements of Work or Performance Work Statements and other Request for Proposal documents




+ Support:


+ Technical evaluation of program proposals


+ Identification, analysis, mitigation development, and monitoring of program risks, issues, and opportunities


+ Development and analysis of program Integrated Master Schedules


+ Analysis of program cost performance (Earned Value Management) and implementation of corrective actions








Minimum Qualifications




+ Active SECRET clearance with ability to obtain TOP SECRET with SCI (TS/SCI) clearance


+ Master of Arts (MA) / Master of Science (MS) in a Business Management or Engineering discipline, plus eight (8) years of Program Management experience, four (4) of those years must be in DoD Acquisition Programs



OR



+ Bachelor of Arts (BA) / Bachelor of Science (BS) in a Business Management or Engineering discipline, plus ten (10) years of Program Management experience, four (4) of those years must be in DoD Acquisition Programs


+ Extensive knowledge and demonstrated application of DoD and Air Force program management policies and procedures on an ACAT III or higher modification program on a major weapon system


+ Ability to work effectively both independently and a part of a collaborative team


+ Excellent written and verbal communications skills






Preferred Requirements



Knowledge of:



+ Avionics in support of avionics subsystem definition, development, integration, and testing.


+ Requirements development and verification methods to include review of ICD, sustainment, T&E, system architectures, and airworthiness certification across a wide range of hardware and software systems


+ Communications, navigation, and identification (CNI) systems


+ Time Compliance Technical Order (TCTO) development and validation



Experience with:



+ Reviewing and/or developing AF Form 1067 (Modification Proposals)


+ Fielding new and updated aircraft systems


+ Analysis of cost and schedule execution using Earned Value Management (EVM)


+ Development of integrated master schedules (IMS) and analysis of critical path and schedule execution using Microsoft Project
