Job Description
The Multi-Warfare Subject Matter Expert is member of the Navy Surface Warfare Center Port Hueneme Division (NSWC PHD) Engineering and Test Office in support of the Live, Virtual, Constructive Test and Evaluation (LVC T&E). As the Warfare SME, provides threat-based assessments of current and planned weapon system and test capabilities, identify gaps, and advise operational perspective of technical solution options and assessment of delivered test solutions. Provide operational capabilities and limitations (C&L) of live, virtual, and constructive test solutions. Interface with Fleet organizations (including but not limited to Pacific Fleet Command, U.S. Fleet Forces, and related Commands (e.g., INDOPACOM, NSMWDC, Tactical Training Groups)) PEO IWS, and test and training infrastructure organizations such as Point Mugu Sea Range as well as other range and labs to be integrated. This position interfaces with Command leadership and LVC T&E Lead.
Essential Job Responsibilities
Analyzes and provides recommendations on issues dealing with disciplines such as military command control and communications, electronic warfare, weapon systems, contingency operations, Military Tactics Techniques and Procedures (MTTP), force planning, and training exercises. Coordinates with user community representatives throughout all phases of development concerning requirements definition, clarification, prioritization, and alternatives. Analyzes the conduct and results of operational user training, military maneuvers or simulated wartime operations undertaken to main the capabilities of a force. Compares, analyzes and evaluates the relative merits of program designs and alternatives. Applies emerging doctrine and tactics, whether detailed in formal doctrinal changes or emanating from Advanced Warfighting Experiments (AWEs), Advanced Technology Demonstrations (ATDs), or Force XXI activities, to system design and development. Assesses the impact of programmatic and technical options on stated user requirements and doctrine. Prepares reports and briefs summarizing support requirements, deficiencies, and investments for various programs and systems.
+ Provide Military Domain expertise in the development of detailed of detailed requirements, documenting measures of performance, and measures of effectiveness.
+ Review and monitor tactical capabilities of US/Threat/Coalition capabilities.
+ Provide support for engineering solutions, presentations, collaboration across Fleet, Joint and acquisition commands.
+ Support Command initiatives and VIP meetings, demonstrations, and strategy development.
Minimum Qualifications
9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; 4 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 13 years relevant experience.
+ In some cases, educational requirements may be adjusted or waived for more than 15 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.
+ Thorough understanding of U.S. Navy Combat Information Center (CIC) operations and weapon system C&L.
+ On-site support required and interfacing with other SMEs on a daily basis
+ Microsoft Office and Teams proficient
+ Military domain experience is required.
+ Strong written and oral communication skills and ability to work in a team environment
+ is required.
+ Recent US Navy Surface Warfare (Combat Systems) operational experience is required.
+ Modeling & Simulation experience a plus.
+ Security: Must be a US Citizen, able to obtain a Secret security clearance.
