The Portfolio Test Manager is responsible for the overall direction of testing protocols across multiple large programs and/or channels of technology. The role is accountable for ensuring relationships are maintained with senior development and business leaders. The primary objective is to prioritize and manage how Quality Engineering is incorporated into software deliveries while contributing to overall QE process improvements.
Responsibilities include:
Partner with Director level resource to establish overall Portfolio strategies on resourcing, objectives, funding, priorities, vendor utilization, metrics/reporting and test process improvement.
Development of communication protocols for:
Stakeholder management plan
Meeting cadences
Reporting cadences
Vendor supplier engagements
Resource directives
Ensure collaborative teamwork from all teams (testing, development, and business) across multiple programs, multiple applications, and multiple business areas
Ensure comprehensive management of test planning to include:
impact analysis and estimation
environment (including data) demand and changes
alignment to enterprise goals
testing strategy which includes all phases/types of testing required (Non-functional, Functional, Automation, Scrum, Integration, User/Business Acceptance, Model Office Testing, 3rd party/external entities, post implementation verification, etc.)
budgeting, reporting, signoffs and approvals
development of artifacts and test assets to be approved and retained
project closure requirements
hold key leaders accountable for delivery of above planning/execution elements
Direct the creation of and review aggregated test results. Utilize enterprise standard metrics to assess software quality, tester effectiveness and production readiness. Utilize results to improve quality in test team resources and processes.
Drive the implementation of automation frameworks and execution across programs. Ensure automation coverage and progress can be evidenced with key performance indicators. Provide ongoing KPI reports.
Support continuing effort to transform teams into various Agile methodologies and improve delivery velocity.
Direct test leaders to create appropriate testing documentation and artifacts. Validate information and maintain for ongoing reference.
Identify and manage portfolio level risks, actions, issues, dependencies (RAID) and timelines. Work with test managers and other program representatives to build mitigation plans. Participate in RAID type efforts for general testing process improvements.
Serve as escalation point for testing issues, communicate appropriately and own to resolution
Promote change control processes to help protect testing efforts and timelines
Participate in enterprise test forums such as Communities of Practice, etc.
Experience:
General 12 - 15 years of experience in Technical or Business Test Management, to include:
Minimum 10 years in Test Management role for large initiatives
Minimum 7 years Project/Program Management experience
Minimum 5 years financial domain experience
Minimum 5 years working within Agile style teams
Release Management experience is a plus
PMP/SAFe certification is a plus

Proven experience with SDLC and Agile practices
Demonstrated ability to help transition teams from Waterfall to Agile
Knowledge of performance testing and the concepts of high availability/low latency systems
Excellent coordination skills to bring together multiple contingents of testing

Ability to work in a process oriented environment
Ability to work independently
Ability to maintain a positive outlook and remain adaptable
