The Institute of Translational Health Sciences has an outstanding opportunity for a Senior Evaluation Specialist to join their team.

The Institute of Translational Health Sciences (ITHS) is a $80M health research institute based at the University of Washington, with integrated partnerships with Fred Hutchinson Cancer Research Center and Seattle Childrens Hospital, and more than 20 other organizations engaged in health research in five states in the Pacific Northwest region. ITHS is funded by the National Institutes of Health along with 50 other hubs across the U.S. The mission of ITHS is to accelerate the translation of scientific discoveries to the clinic and beyond to improve the health of people in our region today.  We develop critical resources to help innovators move their discoveries forward.  ITHS fosters innovative health research, sustains research resources, and provides education and career development programs.

Evaluation at ITHS includes assessments of more than 12 programs with over 100 activities. Examples of ITHS programs include biomedical informatics, education, community engagement, regulatory knowledge and support, and integrating special populations, among others. The ITHS evaluation team works with program teams to design and implement methods of data collection designed to address summative and some formative assessments. ITHS evaluation also includes assessments of institution-wide goals.

The Senior Evaluation Specialist (payroll title: Program Operations Specialist) will work under the direction of the ITHS Director of Evaluation to design and implement rigorous and practical program-specific evaluation methodologies, analyze data using the most appropriate techniques, and organize and present results for a range of audiences. This position entails frequent and substantive interactions both within and outside the University community. The Specialist is expected to exercise independent judgment and critical thinking skills.

The position is full-time and located in South Lake Union and will occasionally require working evenings and weekends.

DUTIES AND RESPONSIBILITIES

Evaluation Strategy, Design & Implementation (40%)

  1. Manage the design and implementation of a range of quantitative and qualitative evaluation methodologies, including surveys, semi-structured focus groups and interviews, tailored for each ITHS program.

  2. Manage the development of efficient operations for evaluation needs relative to each program area.

  3. Provide clear, accurate and explicit feedback based on evaluation results and observations.

    Data Collection & Analysis (40%)

  4. Manage data collection to ensure the timely availability of clean metrics to be used for analysis.

  5. Analyze data and interpret results to evaluate program progress and identify areas of potential program improvement.

  6. Identify and track relevant data in compliance with the NIH national common metrics requirements.

  7. Write and present clear reports on evaluation results, including short and long-term impacts, for a range of audiences.

  8. Manage data cleaning operations of existing data.

    Training & Reporting (20%)

  9. Manage work on the annual research performance progress reports process.

  10. Present selected data in clear and descriptive dashboards for tracking progress of program goals.

  11. Train medical professionals and medical experts about effective and robust evaluation methods.

  12. Accept other duties as needed.


    MINIMUM REQUIREMENTS

  13. Bachelors degree in evaluation, statistics, public health, sociology, psychology or related field.

  14. At least four years of experience in program evaluation and the analysis of quantitative and qualitative data.

    Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

    ADDITIONAL REQUIREMENTS

  15. Proficient in experimental and quasi-experimental designs.

  16. Experience with research design, including surveys, interviews and focus groups.

  17. Proficient in data analysis, including the application and interpretation of basic statistics.

  18. Experience working with relational databases (e.g. MS Access).

  19. Demonstrated project management skills.

  20. Expert in the design, implement and explanation of effective logic models.

  21. Knowledge of online survey software (e.g. SurveyMonkey, Qualtrics, or REDCap).

  22. Working knowledge of Tableau or willingness to learn within six months of hire.

  23. Working knowledge of MySQL.

  24. Ability to produce high-quality products in a timely fashion.

  25. Proficient in MS Word, Excel, PowerPoint, Outlook, etc.

  26. Be flexible and adaptable with periodic program change.

  27. Willingness to learn other new software as need arises.

    DESIRED QUALIFICATIONS

  28. Master's degree in evaluation, statistics, public health, sociology, psychology, or related field.

  29. PhD in in evaluation, statistics, public health, sociology, psychology, or related field.

  30. Experience with manuscript and grant writing.

  31. Working knowledge of SmartSheet.

  32. Working knowledge of data visualization techniques.

  33. Experience designing effective dashboards and Gantt charts
