The Operations Regulatory Control (ORC) Change Teams primary responsibility is to execute regulatory change initiatives in Operations. Its remit includes:

End-to-end implementation of new regulations

Delivery of small to medium changes to existing processes


Remediate issues noted by regulators and auditors

Build controls and operating model


The primary purpose of this role is to act as a change professional in addressing regulatory changes and developing controls for recent regulatory reforms.


**Responsibilities:**


+ Champion upcoming regulations and lead key elements of addressing the regulation.

+ Proactively lead and drive complex projects or portfolio of projects while managing stakeholders with shared accountability for delivery

+ Identify and develop controls to address any gaps in the regulatory reporting framework at Citi

+ Identify and execute improvement opportunities in existing processes and tools

+ Change professional in understanding and addressing regulatory inquiries, remediation and strategic initiatives

+ Develop individual project artifacts including scoping documents, project plans, score cards, risk & issue trackers, business requirements documentation, functional requirements documentation, traceability matrices, and test plans /scripts.

+ Proactively identify and track key project risks, whether stated or not, and manage to resolution or escalate accordingly

+ Ensure that deliveries from work streams/projects meets requirements and are of appropriate quality, on time and within budget, in accordance with project plan and governance

+ Facilitate and manage project governance meetings and working groups

+ Deliver and maintain a strong communication plan and artifacts among varied stakeholders (e.g. operations, technology, front office, compliance, legal, etc)

+ Assist in budget management, including creation of project budget estimates and monitoring burn rates


**Qualifications:**


**Previous Experience:**


+ 8+ years in financial services experience. 5-10 years of project management/business analysis experience. Citi experience a plus

+ Prior experience in leading projects for trade and transaction reporting regulations such as CAT, TRACE, Dodd Frank - SEC/CFTC/CAD Reporting

+ Experience in leading initiatives in Middle Office, Operations or Operations Control at a broker/dealer

+ Experience in collecting, defining and documenting business and technology requirements, test plans and other project management artifacts

+ Experienced in consulting with project stakeholders, including the skills to facilitate compromises and resolve conflicting requirements.

+ Knowledge and a technical understanding of securities processing including product, process and system knowledge.

+ Experience should ideally involve large scale implementations

+ Experience in working across technology and business projects and managing interdependencies between the two


**Competencies:**


+ Knowledge of regulatory regulations such as CAT, TRACE, Dodd Frank - SEC/CFTC/CAD Reporting

+ Excellent analytical and problem solving skills

+ Excellent oral and written communication skills and ability to facilitate discussions

+ Ability to facilitate project planning sessions with varied stakeholders, sometimes having competing interests

+ A good knowledge of the techniques for planning, monitoring and controlling project and resources

+ Ability to quickly grasp and master new concepts / requirements and related product / functional knowledge

+ Ability to create and deliver presentations to senior levels of management

+ Ability to work under pressure and manage to tight deadlines or unexpected changes in expectations or requirements

+ Willingness to ask questions, challenge the status quo and seek out answers

+ Ability to work independently, multi-task, and take ownership of various parts of a project or initiative


**Education:**


+ Bachelors/University degree, Masters degree preferred
